Purpose: Contribute to converting university/public knowledge into commercial products/processes aligned with SME needs.

Summary: Continuous applications, project ceiling TL 1M, 60% support for large-scale and 75% for SMEs, max 24 months.

Eligibility: Joint project applications by capital companies and higher education/research institutions.

Eligible Expenses: Personnel, travel, equipment-software-publication, materials-consumables, service procurement and related CPA expenses.

Purpose: Strengthen R&D capacity at SME-scale organizations and increase innovative activities.

Summary: Continuous applications, 75% grant rate, project ceiling TL 1.2M, max 18 months.

Scope: New products, quality/standard improvement, cost-reducing techniques, new production technologies.

Notes: Incentive award for the idea owner-researcher on successfully completed projects; up to 5 project applications under certain conditions.

Purpose: Encourage company participation in international R&D platforms such as EUREKA and EUROSTARS; accelerate technology transfer and proprietary technology development.

Summary: Continuous applications, 60% for large-scale / 75% for SMEs, no budget cap, project duration aligned with the international project duration.

Impact: Increased technical capability, access to international expertise and stronger global competitiveness.

Purpose: Increase value-added with medium-high and high-tech projects and support project generation in nationally prioritized areas.

Priority Areas: Strong areas (automotive, ICT, machinery manufacturing) and areas to be developed (energy, food, water, defense, space, health).

Summary: Call-based, project ceiling TL 6M, 75% support for SMEs / 60% for large-scale, max 36 months.

Eligible Expenses: Personnel, travel, equipment-software-publication, materials-consumables, domestic/foreign advisory-services, CPA and general expenses.

Purpose: Turn technology- and innovation-focused ideas into ventures with high value-added.

Scope Areas: Smart mobility, smart manufacturing systems, energy and clean technologies, communications and digital transformation, health and well-being, sustainable agriculture and nutrition.

Process: Three-stage structure (business idea evaluation, business plan evaluation, commercialization-focused monitoring/development).

Summary: Call-based, ceiling TL 450,000, max 18 months; individual entrepreneurs with at least a bachelor's degree can apply.

Purpose: Improve the quality of structures producing scientific/technological knowledge and strengthen the country's R&D capability.

Summary: Continuous applications, budget ceiling TL 10M, 75% support rate.

Notes: Support duration is 5 years and may be extended under necessary conditions; specific R&D expenditure thresholds apply to applying organizations.

Purpose: Develop structures that increase capacity in the entrepreneurship and innovation ecosystem.

Scope: Mentorship, qualified personnel, collaboration networks, clustering, project/technology management, project-investment marketplaces.

Summary: Call-based, ceiling TL 1M, max 24 months.

Purpose: Increase SMEs' solution-development and commercialization capacity through R&D projects driven by customer needs.

Scope: R&D projects without sector/topic restrictions; partnership model between SME supplier and SME/large-scale customer organization.

Summary: Call-based, ceiling TL 5M, 60% for large-scale / 75% for SMEs, max 24 months.

Eligible Expenses: Personnel, travel, advisory, service procurement, equipment-software-publication, materials-consumables and CPA expenses.

Technical assistance costs to align SMEs with green transformation requirements are supported.

Support rate can go up to 90% for technology advisory, capacity/situation analysis, problem identification, solution approaches and roadmap preparation services obtained from specialist organizations. Support duration is 6 months with a budget ceiling of USD 7,000.

Eligible Services: Current state analysis, gap analysis, solution development, roadmap creation and implementation guidance.

Pre-commercialization activities of prototypes previously developed via R&D — focused on green transformation — are supported.

Interest-free repayable financing is provided to capital companies benefiting from the support; support rates can go up to 70% for large companies, 80% for SMEs and 90% for SMEs in earthquake regions.

Summary: Project duration max 24 months; project budget ceilings vary by scale.

Through collaboration between the private sector, universities and the public sector, innovation platforms are established to develop high-value-added product/product groups targeting industry.

Grants are provided for universities and public institutions, while capital companies access interest-free repayable financing. Support rates vary by scale and performance-based grant conversions may apply.
