What Is a Design Center?
A Design Center is a unit established within the organizational structure of capital companies — whose legal or business headquarters are in Türkiye, including the Turkish workplaces of limited-liability foreign corporations — that is organized as a separate unit, carries out design activities exclusively within Türkiye, employs at least 10 full-time-equivalent design personnel, and is set up to perform design projects or contract-based design activities.
Companies carrying out design activities in Türkiye can benefit from the incentives and supports provided under Law No. 5746 and various cash grant programs.
What Are the Requirements to Become a Design Center?
Key requirements include positioning the design center as a separate unit within the company's organization, carrying out activities domestically, and employing at least 10 full-time-equivalent design personnel.
During the application process, the existing project structure, technical capability, headcount plan and regulatory compliance criteria must be evaluated together.

Design Deduction
100% of the design expenditures incurred in design centers can be deducted from the corporate income tax base.
Income Tax Exemption
Income tax exemption of 80% – 90% – 95% may be applied to design personnel salaries.
Social Security Employer Support
Employment costs can be reduced through a 50% employer-share Social Security incentive for design personnel.
Perspective of Law No. 5746
Law No. 5746, which entered into force in 2008, aims to support — through R&D, innovation and design — the generation of technological knowledge, innovation in products and production processes, improvements in product quality and standards, increased productivity, reduced production costs, the commercialization of technological knowledge, the development of pre-competitive collaborations, technology-intensive production, entrepreneurship and related investments, the acceleration of foreign direct investment into the country, and the increased employment of design personnel and qualified workforce — so that the national economy gains an internationally competitive structure.
